9 lasagna noodles (cooked and drained)

2 tablespoons butter, 2 tablespoons olive oil, 1 small onion (finely chopped), 3 garlic cloves (minced), 1/4 cup all-purpose flour, 2 1/2 cups whole milk, 1/2 cup heavy cream, 1/2 teaspoon salt, 1/4 teaspoon black pepper, 1/4 teaspoon crushed red pepper flakes (optional), 1/2 cup grated Parmesan cheese, 1 1/2 cups shredded mozzarella cheese, 1/2 pound shrimp (peeled, deveined, and chopped), 1/2 pound scallops (cut into small pieces), 1/2 pound lump crab meat (picked over for shells), 1 tablespoon lemon juice, 2 tablespoons chopped fresh parsley
